At the AGM held in Nelson at the soon to be closed David Thompson University, CIEA became a provincial union. It consisted of a strike and lockout defence fund, centrally funded legal services, and staff representative services for bargaining and contract administration. When local members signed on, local numbers were assigned. BCIT Staff Society gave notice to leave.

Marine Training FA joined October 1 as Local 13. MTFA had been certified by the Labour Board in May 1978, but were taken over by the Justice Institute and decertified in March 2001.
