At an AGM hosted by Douglas College FA, in Richmond, delegates decided to end the DORAFO position and to budget for legal advice. They also opted to bring part-time faculty into local associations, who were were not already certified along with full-time faculty, and to explore a provincial union model.  

Dues were set at $60 per member, giving a budget of just over $61,000. The new Colleges and Institutes Act served as the backdrop for plenary sessions on "Changes in the Community Colleges and Provincial Institutes: The Forces of Centralization"; and "The Role of Provincial Organization: Aims and Activities - What Do We Want?"
