Charting a New Course - In June 1995, the Harcourt government convened representatives from CIEA, BCGEU, CFS (BC), institutions & the ministry to develop a plan for the college & institute system. Ed Lavalle, Kathy Conroy and Maureen Shaw were the CIEA reps.

In the context of lifelong learning, and under the goals of relevance and quality, access, affordability and accountability, the report laid out a plan for making all the disparate parts perform better as a system. The system agencies included the Centre for Curriculum, Transfer and Technology (C2T2), the Centre for Education Information, Standards and Services (CEISS), and a new Open Learning Agency.
