After two years of study, debate and drafting, the CFF gave way to the College Institute Educators Association. At its end, the CFF had 1217 members, with BCIT and FACNC leading the transition.  

Interim President Jan Cioe (FACNC) reported on the hiring of a General Secretary, Tom Beardsley, and the new office location premises. Nine locals were founding members of CIEA: Camosun, Cariboo, Douglas, East Kootenay, Malaspina, New Caledonia, Okanagan, Selkirk, and VCC (Langara). Dues were set at $105 per year ($35 for associate members). Gordon Bryenton (VCC Langara) was elected President.
